Deuteronomy 32:21 They have moved me to jealousy with that which is not God; they have provoked me to anger with their vanities: and I will move them to jealousy with those which are not a people; I will provoke them to anger with a foolish nation.

Those which "are not a people" are not the church today, the body of Christ. Neither are they Gentiles in the church today, the body of Christ.

Those which "are not a people", which are a "foolish nation", are the believing remnant of Israel (Matthew 21:43).

Hosea 1:9 Then said God, Call his name Loammi: for ye are not my people, and I will not be your God.

1:10 Yet the number of the children of Israel shall be as the sand of the sea, which cannot be measured nor numbered; and it shall come to pass, that in the place where it was said unto them, Ye are not my people, there it shall be said unto them, Ye are the sons of the living God.

1:11 Then shall the children of Judah and the children of Israel be gathered together, and appoint themselves one head, and they shall come up out of the land: for great shall be the day of Jezreel.

In the verses above Hosea clearly says it is the children of Israel in view. Hosea reveals that it is not the nation of Israel who are the true people of God, but rather, the believing remnant of Israel, the Israel of faith, who are the "people of God".

Israel and Judah were divided. In Hosea 1:11 it is said that the children of Judah and the children of Israel will be gathered together and appoint themselves one head: this can be seen below in John 10:16. Jesus spoke of the gathering of the existing flock in Israel, and the scattered Jewish flock abroad; the uniting of these into one fold, with one Shepherd, the Lord Jesus Christ.

John 10:16 And other sheep I have, which are not of this fold: them also I must bring, and they shall hear my voice; and there shall be one fold, and one shepherd.

Paul, in Romans chapter 9 through 11 speaks of the remnant of Israel, not the church, the body of Christ.

Romans 9:24 Even us, whom he hath called, not of the Jews only, but also of the Gentiles?

The remnant of Israel consisted not only of Jews, but believing Gentiles. This remnant would enter into the kingdom on earth.

9:25 As he saith also in Osee, I will call them my people, which were not my people; and her beloved, which was not beloved.

Paul is citing from Hosea 1:10.

9:26 And it shall come to pass, that in the place where it was said unto them, Ye are not my people; there shall they be called the children of the living God.

The believing people of Israel will be called "children".

9:27 Esaias also crieth concerning Israel, Though the number of the children of Israel be as the sand of the sea, a remnant shall be saved:

It is clear from this verse that Paul in Romans chapters 9 through 11 is dealing with the remnant of Israel. The Gentiles he spoke of are also part of the remnant of Israel. There is no substantiation in inserting the church today, the body of Christ, here and saying the Gentiles in the church today are grafted into Israel.

Romans 10:19 But I say, Did not Israel know? First Moses saith, I will provoke you to jealousy by them that are no people, and by a foolish nation I will anger you.

Last of all, here Paul is citing the opening verse of Deuteronomy 32:21 by which it is abundantly clear that Paul is dealing not with the body of Christ, the church today, but Israel. Paul in Romans through 11 is dealing with the remnant of Israel.

Rom 9:30, What shall we say then? That the Gentiles, which followed not after righteousness, have attained to righteousness, even the righteousness which is of faith.
Rom 9:31, But Israel, which followed after the law of righteousness, hath not attained to the law of righteousness.
Rom 9:32, Wherefore? Because they sought it not by faith, but as it were by the works of the law. For they stumbled at that stumblingstone;
Rom 9:33, As it is written, Behold, I lay in Sion a stumblingstone and rock of offence: and whosoever believeth on him shall not be ashamed.

Rom 10:18, But I say, Have they not heard? Yes verily, their sound went into all the earth, and their words unto the ends of the world.
Rom 10:19, But I say, Did not Israel know? First Moses saith, I will provoke you to jealousy by them that are no people, and by a foolish nation I will anger you.
Rom 10:20, But Esaias is very bold, and saith, I was found of them that sought me not; I was made manifest unto them that asked not after me.
Rom 10:21, But to Israel he saith, All day long I have stretched forth my hands unto a disobedient and gainsaying people.

In Romans 9:30-33, it should be clear that the Gentiles are the ones who have attained unto righteousness (of faith); while Israel, seeking after the law of righteousness, has not attained to the law of righteousness.

It follows that Israel would be jealous of the Gentile nations who obtained by faith what they could not attain through the works of the law.

Clearly, in Romans 10:21, Israel is a disobedient and gainsaying people who nevertheless offered lip service to the seeking of the LORD. In Romans 9:31-32, they sought after righteousness through the works of the law...and in doing so they missed the boat.

While those who did not ask after God, are the Gentiles, who obtained the righteousness of faith, in Romans 9:30, even though they did not "follow after" righteousness.

Well, yes Apostle Paul IS... applying the Hosea Scripture also to the Church involving Gentiles, per Romans 9:23-26. Your saying the Church isn't involved goes directly opposite of what Apostle Paul said there with his quoting from Hosea.

Through His prophet Hosea, God was indeed speaking to the northern ten tribe "kingdom of Israel", also known as the "house of Israel" (Hosea 1:4). God was revealing that He was going to end the northern "kingdom of Israel" and they would no longer be His people. They would become 'Lo-ammi', meaning 'not my people'.

And that's the POINT! All that was originally ONLY said to the rebellious of the ten northern tribes of the "house of Israel" (not to the house of Judah at that time as Hosea 1:7). YET... in Romans 9, Apostle Paul is applying the latter part of the Hosea prophecy when God will gather those of Israel that believe, ALONG with believing Gentiles, which represents Christ's Church.

So what that shows EVIDENCE of, is the prophecies involving God's promises to Israel INVOLVE CHRIST'S CHURCH. There is NO split between God's Israel and Christ's Church; both are one.
